Track the type and volume of illicit material removed from the MS4.

3-1:  Ordinance Prohibiting Illicit Discharges.

Implement and track enforcement for illicit discharges found by the code enforcement officer. (Enforcement Officer/ )

Correction notice format drafted to track enforcement issues – lay down ground work for the enforcement process, both the construction sites and the general audiences, targeted.

3-2:  Outfall Mapping

Develop a procedure to add new outfalls to the map during development plan review.  (Public Works Director/City Engineers)

In the reviewing process, justify the need for new outfalls as well as retention basins if necessary.  Address issues of requiring retention basins for developments where storm water cannot be discharged due to topography (BMP 5-2).

3-3:  System Inspections

Develop a system to track outfalls inspection (Building Inspector/Public Works Director/Code Enforcement)

Drafted tracker –  look into the possibility to establish a computer function, via Asyst, for a   better tracking device in regards to illicit discharges.

4-2:  Plan Review

Develop a SWP3 review checklist for commercial and residential development plans. 

Checklist is implemented and in force – plans are reviewed and recommendations are forwarded to developers.  (Public Works Director/City Engineers)

Establish a system to track the number of SWP3s reviewed.  (Public Works Director/City Engineers)

New information to be part of the reviewing process: to draft a log sheet (manual or computer based) and number the SWP3s reviewed –  in the plan review stage-process.  Result: the number of plans reviewed in reference to SWP3s.

Building Inspector/Code Enforcement Official cites nuisance violations in their daily inspections of construction sites and patrolling construction sites of residential dwellings and other construction in progress.

6:  Pollution Prevention/Good Housekeeping

6-1:  Good Housekeeping and Best Management Practices

Prepare a list of municipal operations and facilities and their potential pollutants. (Public Works)

The municipal facility is comprised of City Hall, Horizon City Police Department, Municipal Courts, and Street Maintenance Department.  All function in the same lot/address – no other facility within the town city limits.

Develop or procure employee training materials.  (Public Works/Administration)

In process, procurement of material to convey information regarding Storm Water Management – orient municipal employees to better answer questions regarding all issues regarding ground water contamination and other issues.

Written procedures in the planning/drafting stage.  All angles will be covered to ensure proper disposal and elimination of material (illicit and general) and disposed of properly – facilities equipped for that purpose; assurance of eliminating the risk of ground water contamination.

6-4: Vehicle Maintenance

Perform maintenance of cars and light duty trucks in the municipal fleet only at authorized commercial facilities, track maintenance receipts.  (BMP6-4).  (Public Works/Street Dept./Horizon Police Dept.)

Fleet maintenance is performed only by authorized commercial maintenance facilities.  Initiated due process to tack maintenance receipts of all municipal vehicles.
